The EEA and Norway Grants contribute to strengthening contact and cooperation between Iceland, Liechtenstein and Norway and the 15 beneficiary countries. Bilateral partnerships between public and private institutions, NGOs and research institutions in the donor and beneficiary countries are widely encouraged. In order to facilitate such cooperation, 243,000 Euros have been set aside at national level and each programme has set aside at least 1,5% of the grant.
The fund for bilateral relations at national level is managed by the National Focal Point according to the work plan agreed with the donors.
The funds for bilateral relations at programme level are managed by Programme Operators. In addition to that, most of the programmes have Donor Programme Partners who help to find donor countries' partners at project level.
